Preparation is Underway

In our efforts to address the community’s needs with the use of federal funding, the City seeks your input on how best to utilize Federal funding provided by the U.S. Department of Housing and Urban Development (HUD) during the next Annual Action Plan cycle (July 2026-June 2027). We invite you to provide input that will help us determine low-to-moderate income residents current and highest needs regarding housing, public service, infrastructure, and community economic development issues.

Review Documents 

Preliminary budgets for the 2026 Annual Action Plan posted below are based on conservative (low-guess) estimates of what the City's upcoming CDBG and HOME allocations might be.  On February 3, 2026, the U.S. Congress appropriations were signed into law.  Therefore, the City expects HUD to announce nationwide allocations in early April 2026.  After we know the actual allocation amounts the City will be receiving, the preliminary estimated budgets will be re-calculated to actual figures, then reposted for comment.

Additionally, some sections of the preliminary draft are still being updated, and some sections (such as AP-15 Expected Resources) will be updated after the allocation announcement.  The updated versions will be posted below, with date of posting and a brief description of which section(s) were updated.

*Tentative Council meetings of 4/20, 5/4, and/or 6/1 will also be available to Council to further discuss project funding matters, and other topics related to the Annual Plan.  Housing staff will try to keep this page updated, but please refer to City Council Agenda page to stay fully updated on the agenda calendar.*

Preparation of the 2025 Annual Action Plan is underway and, since it carries out the first year of the new 5-year Consolidated Plan period, is being prepared in conjunction with the 2025-2029 Consolidated Plan.
