Welcome to the City of Merced Engineering Department Encroachment Permit Page!

The City is pleased to announce our new online permitting and licensing system. Instructions and guides are below for applying and managing your permits.

ALL APPLICANTS MUST HAVE AN ONLINE ACCOUNT TO APPLY FOR A PERMIT

 

EFFECTIVE JANUARY 1, 2026 - Contractors will be required to add their subcontractors’ Civic Access accounts to all permits under which they are contracted.

 

PLEASE NOTE: For Emergency and Health and Safety Permits

Please email encroachmentpermit@cityofmerced.gov with your permit number and emergency type. Water and sewer line breaks are considered priority and will be expedited. 

 

Instructions and Information:

  • Create an Online Account to submit a permit application.
  • Email civicaccess@cityofmerced.gov to have your active licenses attached to your account. 
  • Review the requirements for your application here: ENGINEERING SUBMITTAL CHECKLIST
  • Apply Online! - see new Permitting Online instructions below
    • Incomplete applications will not be accepted
  • An agency may apply for the encroachment permit, but a contractor is required in order to execute and release the encroachment permit.
  • All contractors  must have a valid City of Merced Business License 
  • Permit Review Fee/Plan Check Fees are non-refundable
  • Permits are valid for 6 months after approval, or 30 days from initial inspection unless otherwise approved by Engineering Division.

Turnaround Times 

Please be patient as we navigate our new permitting system. Our adjusted review times are as follows: 

Large Scale Intake - 4 weeks

Small Scale Intake - 3 weeks

Revisions - 2 weeks

Correspondence - 2 business days
