The City Attorney is appointed by the City Council and is the in-house counsel for all legal needs of the City of Merced, the Public Financing and Economic Development Authority (PFEDA), Parking Authority, Successor Agency to the Redevelopment Agency, and their committees, boards and commissions. The City Attorney represents the City in litigation and to direct the City’s legal service so that policies are established and programs are maintained within the guidelines established by city, state, and federal laws.
The City Attorney’s Office provides expert legal advice and advocacy to and on behalf of the City Council, PFEDA, Parking Authority, Successor Agency, and their committees, boards and commissions, as well as to the City Manager and all City departments. The City Attorney’s Office provides excellent legal services consistent with the highest professional and ethical standards, with the goal of protecting and advancing the City’s interests in serving the people of Merced.

The City Attorney's Department does not make referrals to other attorneys for private legal matters. The City Attorney's Department does not accept service of process by email or fax.
